With the stated mission of creating the nation's first giga-state by 2021, the Broadband Infrastructure Office leads the statewide initiative to expand high-speed internet access for all North Carolinians, focusing its resources on underserved rural communities. Sural previously served as a deputy assistant secretary for the U.S. Department of Homeland Security and as assistant administrator for the U.S. Transportation Security Administration. He also served as legislative counsel to U.S. Congressman Vernon Ehlers, and as assistant majority counsel for the Michigan House of Representatives. Sural earned his bachelor's degree in journalism from the University of North Carolina at Chapel Hill and his J.D. from the Western Michigan University Thomas M. Cooley Law School. Pamela R. Swisher Contracts Administrator Pavlov Media Swisher brings 30 years of experience in corporate litigation, issues-of-fact investigative training and high-level training for corporate executive discovery, trial and deposition preparation to Pavlov Media. She previously worked at Davis and Morgan, which specialized in complex corporate litigation, insurance defense, corporate pensions, profit sharing and reorganization, and real estate and labor related issues. Swisher has more than 15 years of experience managing small to large firms and has been retained as an expert to resolve county, state and federal compliance issues in both the public and private sectors. She also assisted the Resolution Trust Corporation in resolving outstanding litigation issues in 28 failed savings and loan corporations (RTC was created by the federal government to bail out failed savings and loans). Kirk Taylor Attorney J. Kirk Taylor Law, PLLC Taylor is an experienced telecom, technology and real estate operations attorney, licensed since 1997, with extensive in-house and law firm experience. After co-founding and practicing in a boutique law firm focused on telecommunications matters, he branched out to focus on other technologies and innovative agreements for his real estate clients (e.g., agreements for package locker systems, software licensing and support, and home and property automation). He routinely represents residential and commercial owners of multi-tenant developments as the purchasers of telecommunications and other technology services. Taylor graduated magna cum laude from the University of Houston Law Center with a doctorate in jurisprudence and magna cum laude from Texas Tech University with a bachelor's degree in architecture.
