52 BROADBAND COMMUNITIES SUMMIT 2018 Show Guide Sponsor SPEAKERS Joanne Hovis President, CTC Technology & Energy CEO, Coalition for Local Internet Choice (CLIC) Hovis, an attorney with a background in communications and commercial litigation, directs CTC's work in network business planning; market analysis; financial modeling, policy, and strategy; and management consulting. She advises public-sector clients on building strategy and opportunity for public-private partnerships in broadband. She led the CTC teams that developed first-of-their-kind partnerships for the Commonwealth of Kentucky; the City of Santa Cruz, California; the City of Westminster, Maryland; rural Garrett County, Maryland; and the Champaign-Urbana Big Broadband consortium. Hovis is also CEO of the Coalition for Local Internet Choice (CLIC) and former president of NATOA. She serves on the board of directors of the Fiber Broadband Association and the Benton Foundation and co-authored "The Emerging World of Broadband Public–Private Partnerships: A Business Strategy and Legal Guide," published by the Benton Foundation ( ). Philip Huang, M.D., MPH Medical Director and Health Authority City of Austin, Texas Dr. Huang formerly served as medical director for Chronic Disease Prevention at the Texas Department of State Health Services and chief of the Bureau of Chronic Disease and Tobacco Prevention at the former Texas Department of Health for more than 15 years. He received his undergraduate degree in civil engineering from Rice University, his M.D. from the University of Texas Southwestern Medical School, and his master's of science in public health from Harvard with a concentration in health policy and management. At Harvard, he led the successful movement to have Harvard divest itself of tobacco stocks. Dr. Huang served two years as an epidemic intelligence service officer with the Centers for Disease Control and Prevention; is author or co-author of numerous publications related to public health, chronic disease, and tobacco use prevention; and is board certified in family medicine. Art Hubacher Managing Member Hubacher & Ames, PLLC Hubacher assists developers, owners and managers of residential and commercial multi-unit properties, condominium developers, and HOAs in a wide range of technology and telecommunications matters. On behalf of his clients, he drafts, reviews, revises and negotiates service contracts, marketing agreements, easements, licenses and right-of-entry documents with the most prominent broadband providers serving the multitenant industry. Hubacher also drafts and negotiates rooftop agreements and site licenses with wireless companies for his clients' assets. He routinely solves problems and resolves disputes that arise between his real estate clients and service providers. He is a member of the District of Columbia and Virginia bars.
