Her responsibilities at the USDA include advising on administration and strategy of programs in the rural utilities, housing, and business services. She serves on two policy coordinating committees, contributing financial and policy analysis and performance metrics formulation for the rural components of President Trump's Rebuilding Infrastructure in America proposal. She created the USDA's communications plan for the president's rural infrastructure proposal, including summary materials, presentations to dozens of stakeholder groups and briefings to elected officials who represent more than 24 million rural American citizens in 23 states and is involved in the creation of a new federal pilot program that will invest more than $1.1 billion in rural broadband. Miller holds an MBA in global commerce from Georgia Tech, an MPA from Georgia State University (concentration in economic development and planning), and a B.S. in community nutrition. Milton works with small cities, counties, townships, villages and owner associations (homes, condos, etc.) to develop strategic and tactical plans to design, build and operate fiber networks in underserved communities across the United States. Prior to founding GigabitNow, he was a co-founder of IsoFusion and ISOMEDIA, which have provided internet access, hosting and colocation services since the mid-1990s. He is a private pilot and a board member on the City of Mercer Island Utility Board. Dean L. Mischke, P.E. Vice President Finley Engineering Company, Inc. Mischke has been with Finley Engineering for more than 28 years. He is a BSEEE graduate of California State University, Sacramento, earned his professional engineer license in 1994 and maintains active licenses in ten states where he provides consulting and engineering services. He is vice president and manager of Finley's Wisconsin office and has been active in designing communication networks since his first project at Finley. Christopher Mitchell Director, Community Broadband Networks Institute for Local Self-Reliance Christopher Mitchell is a leading national expert on community networks and internet access. At ILSR, he serves as policy director for Next Century Cities, a national collaboration of mayors and chief information officers seeking universal access to fast, affordable, reliable internet connections. His research and reports are available online at ILSR. org. He is also a senior adviser to the Coalition for Local Internet Choice (CLIC). In 2015, the White House used his research as building blocks in a National Economic Council report encouraging community networks. On a day-to-day basis, Mitchell runs, a comprehensive online clearinghouse of information about community broadband. Mitchell earned a master's degree in public policy from the Hubert Humphrey Institute of Public Affairs at the University of Minnesota and a bachelor's degree in political science from Macalester College.
